EPA Considers Reviving Superfund Tax

Private Equity Fund Of Funds The Bush administration might ask Congress to reimpose a "polluter's tax" to pay for cleaning up highly toxic waste sites, an Environmental Protection Agency official said yesterday.

Congress enacted the Superfund law after the Love Canal toxic waste scandal in the 1970s as a way to require polluters to pay for cleanups even if a site was sold or is no longer operating. In its lawsuit, - the Hudson River and former factories in Hoboken, N.J. and Milford, N.H. - where it is involved in Superfund cleanups.

She told a Senate Environment and Public Works subcommittee that the White House is reconsidering its opposition to the tax, which expired in 1995.

In its Land Revitalization Agenda announced earlier this year, EPA made a commitment for revitalization and reuse to be a part of planning at every Superfund site.

Horinko said that was not due to lack of trust fund money. Rather, she said, the cleanups have become more complex and costly, so the same amount of money will not cover as many sites.
