Equity Index Funds McGreevey appointed the 19-member task force in September to draft a plan for the region, which stretches from northwestern Bergen County through upper Passaic County, most of Morris County, and into portions of Sussex, Warren, Hunterdon, and Somerset counties.
Equity Private Team Wyoming The report recommends creating a 15-member regional council - that would include elected officials from each of the seven Highlands counties - to oversee a preservation area of roughly 350,000 to 390,000 acres, or nearly half of the Highlands region. The council would create a regional master plan that would also identify areas where development would be encouraged.
Equity Group Investment The proposed preservation area encompasses forested watersheds that supply water to the Wanaque and other reservoirs in the hills north of Route 80. It also encompasses a large area of the southern portion of the Highlands, whose streams provide drinking water to much of central New Jersey.
Capital Development Equity Nearly half of the target area is already preserved and about 20 percent is developed. About one-third - or more than 100,000 acres - is unprotected from development. Within that segment, "the state should target for preservation those lands that provide the greatest protection for drinking water and large forested areas. These lands call for the boldest action. There should be no further development in these lands," the report states. "They should be permanently preserved."
Article Between Difference The task force recommends that the state work with the federal and local governments and private land trusts to buy as much of this property, or the development rights, as possible. It suggests tighter regulations to limit development on land that there is not enough money to buy.

Managed Equity Funds "I think the idea of the Highlands commission is correct and I think the general strategies are correct as well," Riggs said in a telephone interview Saturday. "What I'm not in support of is the lack of specificity in creating growth areas."
Capital Entrepreneurial Equity Riggs argued that the task force should have outlined "incentives and penalties to force municipalities to accept growth zones. Without the two, we won't have balance."
Private Equity Hedge Funds Riggs said he plans to raise this issue in the legislative hearings. "Builders are very much in favor of regional growth management," he said. "We need to figure out the smartest places to preserve and the smartest places to develop."
Email Equity Private Wyoming Unlike other study commission reports that were released with great fanfare and then consigned to a shelf to gather dust, there are signs that this Highlands report will get quick attention. State Senate Environment Committee Chairman Bob Smith, D-Middlesex, said that he and his Assembly counterpart, John McKeon, D-Essex, will announce on Monday a series of joint hearings to develop laws to implement a preservation strategy.
Equity Loan On Investment The hearings are unusual because the Legislature is about to go on its budget break, during which only the budget committees of the Assembly and Senate meet to review the governor's spending proposal. Smith said the Assembly speaker and Senate president approved holding the Highlands hearings.
Equity Income Mutual Funds Also present at Saturday's news conference was state Sen. Robert E. Littell, R-Sussex. Littell said he was pleased the task force recognized that, given the heavy reliance by local governments on property taxes, towns should be compensated for the loss of developable land.
Private Equity Group Tammie Horsfield, president of the Sussex County Chamber of Commerce and a task force member, said she was happy with the final product but will be working to ensure that everything agreed upon ends up in the final legislation.
